Brazil updates its list of cosmetic restricted substances

On 8 January 2025, Brazil notified a draft Resolution designed to update the list of restricted substances in personal hygiene products, cosmetics and perfumes. A consultation is open until 7 March 2025.

The Resolution notified by Brazil is intended to replace Resolution no. 530 of 4 August 2021.

Among the changes:
• this list has been expanded from 106 entries (plus those for the 26 fragrance allergens) to 246;
• CAS numbers, which were previously not indicated, have been added for each substance;
• several substances, such as boric acid, its salts and esters, Butylphenyl Methylpropional and Hydroxyisohexyl 3-Cyclohexene Carboxaldehyde, have been moved to the list of banned substances, the changes to which were notified on 7 January;
• a number of generic entries have been clarified, so as to list precisely the substances concerned;
• fragrance allergens no longer appear in a separate list, but have been integrated into the overall list;
• the new list also incorporates the “new” allergens introduced by European Regulation 2023/1545, with the same labelling requirements and using the same grouped INCI names, but, unlike in Europe, opening up the possibility of ndigitalumerical labelling (in this case, only the sentence: “Contains fragrance allergens” must appear in the INCI list on the packaging);
• the provisions (restrictions on concentrations, depending on a product category or a particular use, purity or labelling requirements, etc.) remain aligned …
