On 17 December 2024, the UK published Statutory Instrument 2024 No.1334. It includes a ban on 64 CMR substances (eight of which have INCI names), and new restrictions on kojic acid.
SI 2024/1334 amends Annexes II and III of the UK Cosmetics Regulations.
Eight “cosmetic” substances banned
These eight ingredients are already banned in Europe. But the dates on which the ban comes into force are different on each side of the Channel.
Substances banned under the European CMR 5
These substances were added to Annex II of European Cosmetics Regulation 1223/2009 by Regulation (EU) 2022/1531:
• 6,6’-di-tert-butyl-2,2’-methylenedi-p-cresol [DBMC], CAS No.119-47-1, EC No.204-327-1, INCI: Methylene di-t-Butylcresol
• 4-methylpentan-2-one; isobutyl methyl ketone (MIBK), CAS No.108-10-1, EC No.203-550-1, INCI: MIBK
In the UK, they will be banned from 20 April 2025 for products placed on the market and from 20 October 2025 for products made available on the market.
In Europe, the ban applies from 17 December 2022.
Substances banned under the European CMR 6
These substances were added to Annex II of European Cosmetics Regulation 1223/2009 by Regulation (EU) 2023/1490:
