The ASEAN Cosmetic Regulatory Scheme was signed by the Government of the 10 Member Countries in September 2003
The ASEAN Cosmetic Directive was implemented to harmonize technical requirements and eliminate the barriers to trade.
The ASEAN Cosmetic Directive
The Directive includes 12 articles, supplemented by 4 appendices, and 7 annexes.
Article 1: General provisions
Cosmetic products placed in the market shall comply with the requirements of the regulation.
The company or person responsible for placing the cosmetic products in the market shall notify the regulatory authority of each Member State before the product is placed in the market, and, for control purposes keep the product’s technical and safety information readily accessible to theses regulatory authorities.
Article 2: Definition and scope of cosmetic product
A 'cosmetic product' shall mean any substance or preparation intended to be placed in contact with the various external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity with a view exclusively or …
