Bronopol, Heliotropine, Potassium caroate : les avis du CER de l'ECHA

On 13 June 2024, the European Chemicals Agency (ECHA) reported on the latest meetings of its Scientific Committees. On the agenda: continued work on the restriction of PFAS, and three opinions from the RAC (Risk Assessment Committee) on proposed CLH classifications affecting ingredients that may be used in cosmetics.

PFAS

During thier plenary meetings, RAC and SEAC provisionally concluded on specific consumer uses of PFAS, such as ski wax, cosmetics and other consumer mixtures, and on the industrial use of PFAS in metal plating and manufacture of metal products.
Furthermore, RAC provisionally concluded on hazards of PFAS and scope of the proposed restriction and SEAC continued discussing the general approach proposed.

Bronopol

In January 2023, Spain proposes to modify the CLH classification of this preservative (CAS: 52-51-7, EC: 200-143-0, INCI: 2-Bromo-2-Nitropropane-1,3-Diol), in particular to introduce the classifications Acute Tox. 3, H301 - Toxic if swallowed, and Aquatic Chronic 1, H410 - Very toxic to aquatic life with long lasting effects. The proposal maintained the classification Skin Irrit. 2, H315 - Causes skin irritation as it stands.

The RAC opinion
RAC agreed to the proposal by Spain but concluded that instead of Skin Irrit. 2, classification as Skin Corr. 1, H314 - Causes severe skin burns and eye damage, was warranted.
RAC also concluded that the substance should be classified as Skin Sens. 1, H317 - May cause an allergic skin reaction, and that the warning statement EUH071 - Corrosive to the respiratory tracts, hould be added.
