Cosmetic ingredients: 4 EU notifications to WTO

The European Commission just transmitted to WTO four draft regulations aimed to amend the Cosmetics Regulation 1223/2009. On the agenda: regulatory changes for Ethoxydiglycol, Potassium hydroxide, Trimethylbenzoyl diphenylphosphine oxide, and Quaternium-15.

This draft Commission Regulation aims at restricting DEGEE to certain uses in cosmetic products.

The substance Diethylene Glycol Monoethyl Ether (DEGEE) with the INCI name Ethoxydiglycol which is used in cosmetic products is not yet regulated under Regulation (EC) No 1223/2009.
After a risk assessment done by France and several Opinions of the SCCS ( the lastest on June 18, 2013 ), the European Commission decided to amend Annex III to Regulation (EC) No 1223/2009, with the following restrictions :
• Oxidative hair dye formulations
> Maximum concentration in ready for use preparation: 7%
• Non-oxidative hair dye formulations
> Maximum concentration in ready for use preparation: 5%
• Rinse-off products other than hair dye formulations
> Maximum concentration in ready for use preparation: 10%
• Other non-spray cosmetic products
> Maximum concentration in ready for use preparation: 2.6%
• The following spray products: fine fragrances, hair sprays, antiperspirants and deodorants
> Maximum concentration in ready for use preparation: 2.6%
• Other restrictions
> The level of ethylene glycol impurity in Ethoxydiglycol must be ≤ 0.1%.
> Not to be used in eye products and oral products.
