The European Commission has published the criteria to identify endocrine disruptors in plant protection products

Following the text adopted as part of the regulation on biocides, Regulation 2018/605 of 19 April 2018, published in the Official Journal of the European Union on April 20, sets out the criteria for the determination of endocrine-disrupting properties as part of the regulation on plant protection products. They will be applicable as from 20 October 2018. These two texts could serve as a basis for a regulation on endocrine disruptors in the cosmetics field.

As a reminder, the European Commission has published the criteria to identify endocrine disruptors in biocides, via Regulation 2017/2100 of 4 September 2017.
It has now adopted the scientific criteria to identify endocrine disruptors in the context of the plant protection products (PPPs) legislation, after no objection was raised either by the Council or the European Parliament during the scrutiny period which ended on 9 April 2018.

The whereas of Regulation (UE) 2018/605

  1. Scientific criteria for the determination of endocrine disrupting properties of active substances, safeners and synergists, should be developed taking into account the objectives of Regulation (EC) No.1107/2009, which are to ensure a high level of protection of both human and animal health and the environment, in particular ensuring that substances or products placed on the market have no harmful effect on human or animal health or unacceptable effects on the environment, and to improve the functioning of the internal market while improving agricultural production.

  2. In 2002, the World Health Organisation (WHO) through its International Programme for Chemical Safety proposed a definition for endocrine disruptors and in 2009 a definition of adverse effects.
