CMR: the French ANSM recalls the rules

Some few days after the release, by ECHA, of a first list of CMR substances, the French ANSM releases, on June 13, a document designed for the manufacturers of cosmetics. This press release reminds them of the rules relevant to these substances after the new Regulation.

The Cosmetics Regulation will be implemented on 11 July 2013, except for some of its articles. For instance, the following articles are already enforced (since 1 December 2010): Article 15, with its paragraphs 1 and 2, as well as the Articles 14, 31 and 32 insofar as they are needed for the application of the Article 15, paragraphs 1 and 2.
The Article 15 bans the use in cosmetic products of carcinogenic, mutagenic or toxic to the reproduction substances, and states the exemptions to the ban for using such substances.

Due to the answers given by the European Commission to some points made by the French authorities, the ANSM reminds industrials of the rules as written in the Article 15 of this Regulation.

A reminder of the rules dealing with the use in cosmetic products of substances classified as carcinogenic, mutagenic and toxic to the reproduction, by the ANSM.
