Following inspections conducted in collaboration with the DGCCRF, the ANSM (French National Agency for the Safety of Medicines and Health Products) has just announced the suspension of the manufacturing, marketing, advertising, distribution and use of cosmetic products of the Joëlle Ciocco Paris brand. Numerous breaches of the cosmetic regulations have indeed been observed.
In its Sanitary Police Decision dated 22 December 2022, the ANSM details the reasons for this ban:
• The lack of declaration of manufacturing and packaging activities of cosmetic products
• The lack of notification of cosmetic products on the CPNP portal
• The lack of safety reports, Product Information Files and compliant labelling (e.g. lack of precautions for use and warnings or INCI list for products used in care centres)
• The lack of safety reports, information files, established formulas and labelling for cosmetic products prepared specifically for customers
• the marketing, as cosmetic products, of products prepared specifically for customers, containing glucocorticoids, substances which are prohibited in cosmetic products and which, moreover, meet the definition of a medicine
• The marketing of cosmetic products containing lilial (Butylphenyl Methylpropional), a substance prohibited in cosmetic products
• The marketing of cosmetic products containing D5 (Cyclopentasiloxane) in a concentration exceeding 0.1%
• The lack of cosmetovigilance management
Consequently, the manufacture, marketing by Capital Joëlle Ciocco, advertising, distribution and use of Joëlle Ciocco Paris brand cosmetic products, including those prepared specifically for customers, are suspended until they are brought into compliance with the applicable regulations.
