"1 substance, 1 assessment": the reattribution of scientific work

"1 substance, 1 évaluation" : la réattribution des travaux scientifiques

At the information session on the “1 substance, 1 assessment” (1S1A) initiative organised by the European Commission on 1 June 2022, each of its components was detailed one by one. Peter Korytár, Policy Coordinator in the Chemicals Unit of DG Environment, presented the horizontal legislative proposal on the reattribution of scientific and technical work on chemicals to EU agencies.

The objective of this initiative is to consolidate the scientific work on chemicals carried out at EU level, in the framework of or in support of EU regulation, in EU agencies, to ensure :
• High quality of assessments
• Efficient use of resources, so as to avoid duplication of work by exploiting synergies
• Optimal use of the expertise of EU agencies
• Consistency of safety assessments across legislation

“We are focusing on reallocating tasks that are currently not carried out by EU agencies but very often by consultants for the Commission, by the Commission services themselves, by some ad hoc groups or by the Scientific Committees managed by the Commission,” explained Peter Korytár.

In this framework, scientific and technical work is understood in a broad sense and includes hazard and risk assessments related to exposure to chemicals. It also includes:
• The monitoring and assessment of the occurrence and emission of chemical substances
• The determination of safe levels
• The development of guidance documents
• The management of scientific committees and expert groups
• The collection and hosting of data and information on chemicals
• The host and operation of information platforms
• The management of chemical …
