Box sets: do them with the regulation on your side

You do want to display box sets for Christmas (or Mother’s Day, Father’s Day…)? What a good idea, it sells well! However, beware: putting two cosmetics together in a box and selling it is not the right way. Box sets also have to meet regulation requirements, not that simple, and even less simple when a “promotional gift” is added. The French FEBEA reminded its members of this during a meeting on 28th September. Better to be sure of what is allowed!

The topic has been summed up from the very beginning of the meeting: sales of box sets (gift box) is no less than five per cent of the cosmetics revenues worldwide, during two main periods: in winter, for Christmas time, and in spring, for Mother’s day and Father’s Day.
“It is of the utmost importance that your sets comply with the regulation requirements,” Anne Dux, Manager of the scientific and regulatory affairs in FEBEA, said; controls “by the fraud prevention directorate are more frequent during Christmas time.”

Box sets, a point that is not always known, must comply with different kinds of obligations. They deal with the box itself, but also with every item they contain, including non- cosmetics, such as a candle, a jewel or a toy. Even if they come from China (for example) because they are cheap does not prevent them to give all the guarantees required by the regulation.

Obligation of conformity

In France, it is detailed in the L.212-1 article of the Consumer Code. It states that:
“From it first placing on the market, products shall satisfy all the current requirements linked to:
• Health and safety of people
• Fairness of trade transactions
• …
