At the Cosmetic Valley’s 22nd Congress on Regulatory Issues - Fragrance & Cosmetics, held on 20 and 21 November 2024, DGCCRF representatives Virginie Gallerand, Nathalie Delion, Flore Pluvinage and Isabelle van Hamme presented the results of investigations carried out in 2023, gave an update on controls in 2024 and announced the outlook for 2025.
A new organisation for cosmetics market surveillance has been in place since the beginning of 2024, following the transfer of the ANSM’s missions to the DGCCRF and the Anses.
The DGCCRF is now the only competent authority for market surveillance. In practical terms, this means:
• management of declarations of establishment: since 1ᵉʳ January 2024, 436 files have been received and 361 processed;
• control of good manufacturing practices (GMPs): some fifty establishments were inspected;
• the issue of export certificates: these will be issued by the DGCCRF from 1ᵉʳ March 2025.
Editor’s note: Decree 2024-1250, published in the Journal Officiel on 31 December 2024, marks this “transfer of power” between the ANSM and the DGCCRF. It stipulates that the ANSM will issue until 31 March 2025 the applications it receives until 28 February 2025. It also stipulates that certificate applications must be accompanied by a certificate issued by a certification body attesting to compliance with good manufacturing practice.
